This form is used when someone needs to notify a defendant in a lawsuit but cannot find them or deliver the papers in person, so they're asking the court for permission to publish the notice in a newspaper instead. A person would need this form if they're the one filing a lawsuit and have made a good-faith effort to locate the defendant through normal means but been unable to do so.
