The FL-356 form is used by young people in the foster care system to ask a court to declare them eligible for special immigrant status, which allows them to potentially become permanent residents or citizens of the United States. A child or teenager who was abused, neglected, or abandoned by their parents and is under court supervision would use this form to start the process of getting this immigration benefit.
