This form is used when someone who lost a court case and owes money wants to pay the judgment in smaller payments over time instead of all at once, and asks the court to stop collection actions while they're making those payments. A person who has been ordered to pay money in a lawsuit would use this form if they cannot afford to pay the full amount immediately and need time to pay it back gradually.
