The Appeals Fee Waiver form allows people who cannot afford to pay court fees to ask the court to waive those fees so they can appeal a court decision. Someone would need this form if they lost a case in court, want to appeal the decision to a higher court, but don't have enough money to pay the appeal filing fees.
