The FL-357 form is used by a judge to officially declare that a young person (under 21) who is in the foster care or dependency system meets certain conditions that allow them to apply for special immigrant juvenile status, which is a pathway to legal permanent residency in the United States. A foster child or dependent youth who is not a U.S. citizen and cannot reunify with their parents due to abuse, neglect, abandonment, or similar circumstances would need this form to qualify for this immigration benefit.
