This form is used when someone filing a lawsuit cannot find the defendant to deliver court papers to them in person, so they ask the court permission to post the summons on a property or publish it in a newspaper instead. A plaintiff (the person suing) or their lawyer would use this form when they've tried other ways to locate the defendant but can't find them.
