This form is used when someone needs to notify a defendant in a court case but cannot locate them to serve papers in person, so the court allows the notice to be published in a newspaper instead. A person filing a lawsuit would need this form when they've made a good faith effort to find the defendant through normal means but cannot find their current address or location.
