An At Issue Memorandum is a document filed with the San Francisco Superior Court to notify the court that both sides in a civil lawsuit have finished exchanging evidence and are ready for trial or other court proceedings. Either party to a lawsuit (the person suing or the person being sued) would file this form to move their case forward in the court system.
