This form is used when someone named in a will to handle the estate (called an executor or administrator) doesn't want to take on that responsibility and needs to officially tell the court they're refusing the job. Any person who has been named in a will to manage an estate would need to file this form if they decide they cannot or do not want to serve in that role.
