This form is used by someone who owes money after losing a court case to ask the judge if they can pay the debt in smaller monthly payments instead of all at once, and to temporarily stop the other side from collecting the judgment. A person who cannot afford to pay a large judgment right away would use this form to request a payment plan and delay in enforcement.
