APP-151 is a form used to ask a higher court to overturn or stop a decision made by a lower court or government official when you believe that decision was illegal or unfair. Someone would need this form if they lost a case in a lower court and want to challenge that ruling, or if a government agency made a decision against them that they want a judge to review and reverse.
