Prefiling Order- Vexatious Litigant
Imperial Superior Court · Common Judicial Council Forms
Verified current as of July 28, 2026
The MC-700 form is used when a court decides that someone has filed too many lawsuits without valid reasons and restricts them from filing future cases without the court's permission first. A person would need this form if a judge has determined they are a "vexatious litigant"—someone who repeatedly brings frivolous or harassing lawsuits that waste the court's time.
This form must be printed and filled by hand, or opened in Adobe Acrobat.
